Why is Buffalo 8th and Florida 9th?

It's a technicality:

"If two clubs are tied, and have not played an equal number of home games against each other, points earned in the first game played in the city that had the extra game shall not be included."

Therefore that tiebreaking rule is omitted and it goes to goal differential, which Buffalo is -4 and Florida is -6.

Assuming Florida only loses by 1 or less (i.e. if they win). Remember, they have to have the same # of points and games played, so the point percentage is the same before they get to that level of tiebreaker. It seems pretty unlikely that they'll be so close for more than a game or two.

Florida doesn't play tonight, right? So any regulation loss by Sabres drops them as 9th?

Correct, because then they'd have a lower point percentage.
